Rep. David Zoni (D-Southington), left, joined legislative colleagues and advocates at a recent ceremonial bill signing in the State Capitol office of Gov. Dannel P. Malloy. The event highlighted the passage of “Desmond’s Law,” an act concerning support for cats and dogs that are neglected. The bill would allow courts to assign volunteer legal advocates to assist in the prosecution of animal abuse cases. The bill has been named in honor of Desmond, a dog that was beaten, starved, strangled, and ultimately killed by its owner, who then received accelerated rehabilitation. Zoni, an original co-sponsor of the bill, was invited to participate to the bill signing ceremony.
